BEM Systems, Inc. was awarded a task order to perform an overall environmental compliance assessment for Port Department of the Port Authority of New York & New Jersey (PANY&NJ). The task order was awarded under BEM’s standing SBE call-in contract to perform professional environmental design services for the PANY&NJ from 2019 through 2022.
The objective of this task order is to verify environmental regulatory compliance obligations for each of Port Department’s facilities. The facilities consist of three New Jersey Marine Terminals (NJMT) (Port Newark, Elizabeth Port Authority Marine Terminal, and Port Jersey) and two New York Marine Terminals (NYMT) (Brooklyn Port Authority Marine Terminal and Howland Hook Martine Terminal). BEM will document the Port Department’s environmental regulatory compliance and permitting requirements that pertain to the ongoing activities conducted at each of the facilities. BEM will also determine and document environmental compliance for the facility systems and operational programs and identify any compliance gaps between current compliance activities and required compliance activities.
BEM conducted a preliminary review on compliance records provided by PANY&NJ, which was critical in order to identify ongoing compliance activities at the five facilities and to document their current status. BEM prepared and provided a data collection form to the Port Department, and based on the Department’s responses, BEM conducted follow-up phone interviews with the Port Department personnel.
Based on the data review and phone interviews, BEM will coordinate field visits and inspections of the ongoing environmental compliance activities, as well as further interviews with the Port Department’s employees. Upon completion, BEM will summarize compliance activities addressed, discuss observations and data obtained, and provide a preliminary summary of recommendations. Finally, BEM will conduct a thorough review and assessment of each facility and the associated aspects and impacts from activities to complete a full comprehensive environmental compliance assessment report for each marine terminal location.
