BEM’s Remediation Services Sector provides comprehensive investigation and cleanup-related services. This sector consists of a group of geologists; soil scientists; environmental, mechanical, civil, and chemical engineers; biologists; wetlands ecologists; chemists; GIS specialists; and, statisticians who all specialize in environmental assessments and remedial cleanup action conducted for CERCLA- and RCRA-contaminated sites on-behalf of our commercial, state, and federal clients throughout the U.S.
Our approach combines our in-depth knowledge of regulatory drivers, the ability to develop a detailed conceptual site model (CSM), the capacity for risk-based decision making, and extensive experience with the implementation of proven and innovative remediation technologies. Our remediation services include turn-key capabilities consisting of permitting, design, construction oversight, system O&M, optimization, and site closure performed by our in-house professionals and experienced field staff. Our goal is to develop a thorough technical approach that reduces each client’s capital and long-term cleanup costs while meeting or exceeding each project’s performance objectives—within budget and on schedule. BEM’s remedial professionals are experienced with the PBR / FFP approach in developing innovative solutions to expedite regulatory site closure, promote sustainability, and eliminate short- and long-term environmental liability.
We possess comprehensive experience conducting:
- Site / Remedial Investigation – investigations to evaluate and confirm the extent of impacted media through horizontal and vertical delineation of contaminants, and implement preliminary studies to assess the potential for further remedial investigation.
- Feasibility Studies – comparison of the potential benefits, trade-offs, and cost-basis for implementing selected remedial alternatives based upon existing analytical data, implementation of bench scale and pilot studies, and consideration of future site occupation consistent with the nine evaluation criteria established under CERCLA’s Feasibility Study Guidance.
- Risk Assessment – human health and ecological risk assessments that evaluate multi-pathway exposure routes in various media to identify the potential occurrence of an unacceptable risk and duration of exposure to determine the point in time where the exposure risk is eliminated.
- Remedial Design & Optimization – development of remedial systems in context of each site’s unique characteristics, optimization assessments of existing remedial designs, and development of long-term capital cost estimates for remedial system operation.
- Remedial Construction – onsite supervision and quality control of remedial system installation, implementation of construction site safety, and cost and schedule mitigation / corrective action.
- Long-Term Monitoring / Remedial Action & Operation – implementation of LTM to maintain regulatory compliance and conduct onsite services by experienced staff to maintain remedial system operation and optimization required to meet the project’s cleanup objectives, permit requirements, or ROD ARARs.
- Demolition and Decommissioning – Supervisory oversight of demolition and decommissioning projects; hazardous and non-hazardous material classification; asbestos, lead paint and PCB paint assessment and abatement; and, material recycling and sustainability.
- Tank Management Services – implementation of tank inspections (API-653), cathodic protection monitoring (API STD 651 and API RP 1632), tank registration and SPCC compliance plans preparation, and petroleum system alterations and tank closures.
- Litigation Support Services – subject matter expertise, expert court testimony, validation of analytical data, and damage impact assessments.
Representative Projects
Basewide PFOS/PFOA Remedial Investigation at Buckley Space Force Base, Colorado. The work for this project included the completion of a PFAS RI of 5 validated AFFF sources areas, evaluation of basewide groundwater and surface water/stormwater impacts, and assessment of the potential for PFAS off base migration at the base boundary to evaluate contaminant migration pathways and contaminant flux. Remedial Design, Remedial Action Construction, Remedial Action-Operations, at Bradley Air National Guard (ANG) Base (Sites 1-6) and at Orange ANG Station (Sites 1 & 2), CT. BEM implemented a $1.6MM Performance Based Remediation (PBR) for multiple project sites located at two Connecticut-based Air National Guard (ANG) installations: Bradley Air National Guard Base (BANGB) and the Orange ANG Station (OANGS).
