BEM implemented a $1.6MM Performance Based Remediation (PBR) for multiple project sites located at two Connecticut-based Air National Guard (ANG) installations: Bradley Air National Guard Base (BANGB) and the Orange ANG Station (OANGS). ThePBR consisted of site characterization, remedy design, remedial action (RA) construction, long-term monitoring (LTM), and remedial action operations (RA-O) at ten CERCLA-contaminated sites. The primary objective of the project was to achieve site closure of soil and groundwater in accordance with the Connecticut Department of Energy and Environmental Protection (CTDEEP) cleanup regulations and implement remedial action to achieve Response Complete status.
The project activities conducted by BEM included work plan preparation, remedy evaluation, RA-O cleanup design and implementation in accordance with approved CERCLA Records of Decisions (RODs), preparation of a Proposed Plan (PP) and ROD, in situ remedial injections, oil-water separator tank closures, dry well closures, monitoring well installation, monitoring well abandonments, remedial system optimization and performance monitoring, and contaminated soil excavations for petroleum and pesticides. Site closure efforts included excavation backfill, site restoration, replanting of landscape foliage, concrete sidewalk repair, and asphalt repair.
BEM obtained both federal and state permits including: Federal Aviation Administration (FAA) Airfield Waiver, CT wetland, stormwater discharge, groundwater injection, and natural resource inventory permits. A Discharge to Groundwater Remediation Wastewater Directly to Surface Water General Permit was obtained from the CT Bureau of Water Protection and Land Reuse Remediation Division to allow temporary discharge of treated excavation seep water to the sanitary sewer system.
During the implementation of the RA, BEM utilized approximately 440 lbs of an oxygen releasing compound (ORC) as a polishing agent at BANGB Site 3 to treat soils contaminated with residual naphthalene, and provided oversight of groundwater monitoring well replacement and well development activities. In addition, BEM optimized an existing biosparge system and conducted permanganate injections to enhance treatment of petroleum-impacted soil and groundwater at a legacy contaminated site impacted with dissolved phase petroleum products. The RA resulted in obtaining No Further Action for Unlimited Use/Unrestricted Exposure (UU/UE) at six BANGB project sites.
