BEM Systems, Inc., is proud to announce that the North Carolina Department of Transportation (NCDOT) has selected PAECETrakTM as its new Right of Way Workflow Tracking System (ROWWTS)—a major step forward in modernizing right-of-way program management across the state.
This reflects NCDOT’s confidence in BEM’s proven expertise delivering enterprise‑grade right‑of‑way solutions tailored specifically for transportation agencies. The ROWWTS initiative is designed to streamline right‑of‑way operations, improve compliance, and provide greater visibility across the full lifecycle of property acquisition and management.
Supporting NCDOT’s Vision for Modernization
NCDOT initiated the ROWWTS procurement to modernize and enhance its right‑of‑way processes by replacing manual and fragmented workflows with a configurable, commercial off‑the‑shelf (COTS) solution. The system will support a wide range of functions, including property acquisition, appraisal tracking, payments, leasing, and document management, while integrating with existing financial and GIS systems.
BEM will deliver ROWWTS using PAECETrak™, its purpose‑built right‑of‑way management platform designed specifically for departments of transportation. PAECETrak™ supports compliance with state and federal regulations while enabling agencies to manage complex workflows with greater transparency, coordination, and reporting across departments.
A Proven Approach Backed by DOT Experience
As outlined in BEM’s Implementation and Project Management Plan, the deployment of ROWWTS will follow a phased, collaborative approach rooted in BEM’s modified Agile methodology. This approach emphasizes early stakeholder engagement, iterative development, and continuous feedback to ensure the system aligns with NCDOT’s operational needs and governance standards.
