Innovative Technology Solutions for New Jersey Department of Transportation

Project Highlight

Nineteen years ago, BEM provided NJDOT with a ROW management system that manages acquisition, relocation, and property management. Since then, NJDOT has contracted BEM to develop a HAPTrak™, ETrak™, and AdTrak™. This system includes a public-facing customer portal to enable the public to apply for permits and make payments via the web portal. BEM and NJDOT also upgraded HAPTrak™ to include additional permits and add the public portal. All four systems have been hosted and maintained by BEM with no major service interruption. NJDOT is currently in the process of upgrading to V2.

In December of 2005, BEM received approval from NJDOT to proceed with the development of a prototype system customized to meet land acquisition requirements. The existing PAECETrak™ software originally developed for NJ TRANSIT was the starting point, providing the overall system architecture, database structure, application framework, as well as several modules and functions that could be reused with minor modification. This effort involved the documentation of final design specifications and additional requirements gathering for additional business. BEM utilized a Rapid Application Development (RAD) methodology that involved frequent communication with ROW representatives and quick turnaround times of prototype modules. As new modules were being produced, tested, and released, BEM demonstrated them to ROW representatives and obtained feedback as to additional changes needed. This process of documenting design specifications, developing prototype modules and gathering feedback was implemented continuously. While one BEM team was meeting with ROW representatives to gather requirements for a new module, another BEM team was developing the prototype from requirements previously gathered and making changes from feedback received. This effort resulted in the addition of 207 new data entry forms, the generation of 105 new types of documents, and the incorporation of hundreds of new data elements. BEM then conducted training in the NJDOT’s headquarters and three district offices and continues to provide maintenance, support, and hosting.
