WisDOT recently upgraded to PAECETrak® V2 after 15 years with BEM. WisDOT initially contracted BEM to replace its previous Right-of-Way (ROW) system, the Real Estate Automated Data System (READS), with a more comprehensive, web-based property acquisition and property management system. BEM teamed with key personnel/SMEs at WisDOT during the configuration process to configure the system to meet WisDOT’s specific workflow and process requirements through a series of in-person meetings and web-based teleconferences. The workflow and process requirements were documented during the initial phase of this project along with system/screen design. During the configuration phase of the project, reviews with the WisDOT team were performed to verify that the system was functioning as intended to satisfy the needs of WisDOT to complete their workflows.
There were multiple third-party integrations that were implemented as part of the project including: FIIPS (Financial Integrated Improvement Programming System); STAR Peoplesoft; Barcode Scanning; and Plats and Legal Descriptions, which allows users to open the documents uploaded by the design consultants in a specific format.
The V2 system will further streamline WisDOT’s acquisition processes. This is a phased approach, starting with having the base system ready for users to start the acquisition process and followed by other features (like cost estimations, GIS, and analytical dashboards). WisDOT would like to retain all key features from BEM’s V1 system and simplify a few of the flows, including (but not limited to) appraisals, offers, and assignments. The V2 version will also include the new appraisal and review assignment process to monitor progress made by external consultants. WisDOT plans to move forward with the SaaS approach, which will allow them to take advantage of all PAECETrak™ system upgrades and features for a minimal configuration cost.
BEM delivered the PAECETrak™ solution, as well as AdTrak™ for outdoor advertising and billboard permits, to Illinois DOT (IDOT) on time, in scope, and on budget. Two years later, BEM deployed its comprehensive PAECETrak™ V2 ROW management system for IDOT, also configured to IDOT’s specifications. BEM continues to provide service and support, which includes system upgrades.
